1) The rebirth project is actually a government thing but the key people involved died.
2) Those sent for rebirth but don’t succeed are used for human experiments.
3) There are successful cases were the plan succeeded.
4) Concentration camps are also made by government to brainwash citizens to be used as unpaid soldiers.
5)Most likely both Shou and MC’s parents were part of Rebirth project
I think these should be the basis.
