This guy and his “no killing” rules are frankly pointless. And the only reason it would work out is because it’s a manga.
At the end of the day, most powerful countries have their underdogs, who do things that no other person can do, things that the citizens should not know. Even Japan, knowing its history, isn’t nearly this saintlike.
