I assume the virus wouldn’t be used until the vaccine was perfected and if the 2 years deadline for it has passed with no success, someone else would be put in charge of the project.
I also assume that the small amount of security around the transport was so the did not draw attention to it. It just backfired horribly.
I could be wrong but that makes more sense to me. 🤔

Great, you unleashed zombies into an area. Biological warfare. I’m sure it will just stay in that area, because contagions never spread to areas outside of where they were introduced. /s
Seriously, these people are seriously dumb. How can you invade a population while worrying about zombies attacking you? You will have to fear both the people you’re invading and the zombies you created.
At worst, you’ve created a war on two fronts for yourself. At best, you now have another country with hardly any people left to provide infrastructure. And the population left will be aged, assuming the children and old will die, and all that will be left are healthy/wealthy adults. There will not be enough time for new children to be born and raised before the current population is too old to do anything. Meaning you would have to send your own citizens out to populate it, depleting your home country of people.
People don’t just avoid killing normal citizens because it’s morally reprehensible. But also because countries are machines, and humans are the gears that allow that machine to function. Leaving a country with less than half of its citizens is a self-defeating goal.
If the U.S found out about this shit, They would have nuked Korea without a second thought, The idea of a zombie outbreak, Hell no dude.
Okay okay, one of my big criticisms of the Zombie Genre, is how unrealistic it is due how easily Zombies overtake the Government and Military. Like, I get the hate for the government in this comment section, but let’s not think Zombies with a glaring weakness of being killed by destroying their brains would be quickly discovered civilian or military. And most Zombie Apocalypses would be easily dealt with by Governments. So the only reason a Zombie Apocalypse would occur is if there’s Divine intervention, or the Government themselves were responsible for the Zombie Apocalypse. And this took the smart route of making the Government the ones who caused and soon profit from the Apocalypse. But this compliment of mine disappears after we see this dumb ass gangster literally trying to stop, hijack and steal the most valuable thing that the Government wants? Bruh, there would’ve been tanks or special forces escorting this convoy. 😑 How powerful are gangster’s in Korea to pull something like this off.
