That tower is really broken. If MC devour the 2 characters from floor 300 and get all their powers then he should be floor 300 level or higher floor power on that 60th floor cause the nerfs should not work for him as he is not going floors down but up. And these floor 300 characters that come down to 60th floor should be easy to deal with cause they have been nerfed a lot. But the author who made the rules will not fallow the rules they made for the story cause that be logical that mc dont get the power that is top of floor 300 and be able to use it on 60th floor
