Why hasn’t the government already arrested all 3 organisations for having open gang-warfare with ability users in a city full of civilians where collateral damage is impossible to avoid?
(and I mean danger to REAL innocent bystanders, not people working for the Agency and actively participating in this war in an intelligence-support role – I.e. the “clerks”).
All 3 groups are responsible for this mess, and they all have endangered civilians. Is someone just waiting for them to kill each other off?
