Unfortunately I know where this is going. Usually.
Often paired with a “0 tolerance bullying” stance.
The bullies are usually rich kids with connection the administration won’t touch. If something happens/the bullying comes to light, the bully gets at worst a stern talking, while the bullied might face criminal charges.
Sometimes even if they didn’t do anything. Anything aside to make the whole thing public.

Why bullies think their cards are winning just because people being nice. I dont understand, whats with those people?? Where are their parents ffs!
