Touka grew to become a cold blood killer from his upbringing and has realized that long ago. He’s only be keeping his real personality in check all along in Japan, mostly thanks to his loving out and uncle he respects the most. His hateful parents are responsible for his twisted personality, and you’ll get the details in the very last chapters.
However, he’s not just any thug. His cold hatred is aimed at the worst people only. But he’s not some self-conceited goody-two-shoes either, knows it well, and fully accepts to be the executioner and bear all the guilt (that he doesn’t even feel anyway, since his choices are always thouroughly thought out).
Since he actually believed our MC’s word of letting them go, I assume that this Leywin guy’s “instinct” is gone the moment he loses his cool. Perhaps that’s why he developed such twisted personallity.
Another detail: I like how when the other guy saw that Leywin actually spilled all the info, he instinctively followed Leywin and actually assume that they have a chance to survive. Because he thought that : If they didn’t have any chance of surviving, then Leywin’s instinct would know and would not spill any info.
