The pill sounds like an objectively worse option than a magical contract.
I think the author’s idea here is that the magical contract only exists for time transactions, and MC is not selling time to non-core personnel. Thus, he must create failsafes with other methods.

The pill sounds like an objectively worse option than a magical contract. I get that the pill is a better option for outer-level employees but for something like a special forces department that will be using the effects of his powers to get stronger quickly, a contract to ensure loyalty that works automatically sounds way more useful than a pill he’d have to trigger on his own.
