Im pretty sure that the Phantasmal King is actually camouflage. I believe that They are having their name used by some schemer, so when the War king and Dragon king upset the powerful forces backing Kaito they will blame Phantasmal king and there will be a massive war between all of them. Plus I believe that “No Face” Aka the Phantasmal King is actually the Shopkeeper lady, since she says that she doesn’t let people see her bare face
