I think the plot is somewhat messy, but it seems like angels and demons are enemies; humans have hidden potential, which god and demons want to be dormant. Belial, a demon-like angel, gave a medicine made from demon hearts to unlock human potential with serious side effects so that humans will blame and help eradicate demons.
