I feel like this entire arc was meant to level up shirones mental state while giving him some battle experience. by mental state i mean he has had a rather optimistic\naive righteous outlook on life up to now. This arc is meant to test that state and his resolve.
They should know better than to trust a Hans.

Well, the problem could have been solved if they had taken care of the criminals earlier, but poor Shirone believed in good and although they obviously did bad things, he let them go.
