Nobody in that winning position would accept only one year of truce.
He had all the cards to impose minimum 3 years or 5.
With all his soldiers exhausted, now the civil war, then again war, this is ridiculous.

A one year truce would allow Domorgar to rebuild their army if it did not include onerous war reparations.They got off easy.
