So he tried to introduce a planned economy, which immediately doesn’t work, because people aren’t averages, they are unique and independent. But also because he is nowhere near as clever and capable as everyone else put together, and it was always ridiculous to think he could anticipate all their desires and make their decisions for them in advance.
So, like every other society in human history, the next answer is ‘you know what this village needs? A peasant class. That will take care of the problems and leave me free to pursue my important work’.

Separating people is the cause of problems. It seems a bit strange to suggest this as a way to avoid them.
