I think Yugula (real) & Yugula (acting) create the narrative of Hero(es) ve Demon Lord(s) to create the religion Yugulaism to achieve peace by deceiving the masses.
But over time the real reason got twisted or perverted in someway thus becoming this situation where some dude trying to resurrect the demon lord(s) without the full context from the book itself.
