The un or nato is viewed as basically the council of the “world” and the U.S.A is the biggest supporter of the U.N or N.A.T.O by product the author must have felt he can make that decision and the other world leaders would have done the same
For everyone asking talking about how the American president can decide for the whole planet, you should ask the Korean author. I was just as confused on that one since it would have made more sense for the space alliance guy to appear at the United Nations.
