I love it when they give a true backstory before the regress. Normally they regress at the first chapter (or even chapter 0) and then we learn about the backstory later at like chapter 100, I hate that 
Ah I think I am having these dungeon regression fatigue… its just cliches and story goes mostly according to MCs wishes …
Just imagine a kid just bump into you and you suddenly pick easy mode again. 
Honestly spending 4 chapters for back story like this feels somewhat refreshing and good. I have high hope for this

She knew that she wont make a difference by going back to the past, so she decided to give this opportunity to MC. As for why she didnt give a stone to him earlier, i believe that`s because she was still scared of death.
You know some guns do not work on current animals such as crocodiles so now scale it up and imagine these animals are made of a denser material, guns become completely ineffective and yes we do have more powerful weaponry but this occurring in a city.The collateral that would occur is simply too much to attempt, cause now if you drop a bomb strong enough to kill it your sacrificing lives. Yes, you can make an argument for the greater good but until the monster shows its destructive capability majority cannot rule in favor of such a tactic.
