They want to be able to gauge his powers so they can learn how to counter him, thus being able to subdue him and force him to join them — that’s what I think on the matter. To learn how to fight like him and dominate in the Murim… sounds like the escalation from sticks and spears to graduated weaponry like swords and knives, to guns, artillery and bombs, then finally, WMDs (nuclear, biological, conventional)…
