So in addition to infinite water, he also has infinite food and probably infinite anything liquid, including molten metals.
Doing some rough math, if he can fill an Olympic swimming pool, he can provide enough water for 625.000 people. So, if he somehow doubles his mana capacity, either via potions or training, it’s entirely possible for him to support an entire city. Then, if he quadruples it, he can feed that many. But I’m assuming a lot of things, like the sinkhole being half as big as a pool and soup taking the same amount of mana as water to create.
