They gloss over it here, but the reason the Administrators get so shocked during the duel is that the magic circle heals, but is also supposed to contain any spells the students could throw at each other. Then, separately, the walls of the gym are magically reinforced. Rudy’s casual stone bullet blows through the barrier and then blows a chunk out of the wall. If he had hit Silent Fitz with the shot, it would have been an instant kill, the circle couldn’t have healed it in time. Rudy was that close to just never knowing what he’d done.
