So Teach and Luffy are half brothers,Teach and his mother get saved by dragon,then dragon marry her,she raise shanks as her child and that’s why shanks love Luffy.And important thing is Dragon is not D clan,So Luffy mother is likely a Davy Clan and Rocks wife facials match very much Luffy and her spirit is same like Luffy.So secret White Beard told teach was ,it’s not you it’s your brother
Like it said Garp was weak and withouth information… His hero’s title is for him infamy for doing whath he is told justice in front of of real justie done by pirate…this is probably why the justice done by pirate that he respect or his family member…like Ace must be covered. He saw the truth of Marine: a slave Justice done for Celestial Dragon.
This is why he feel always that he must be strong. In fact he coldn’t change the corrupted system. This is also a reason why Aokiji can be redemmed as justice character.
