i think that “what line” part should be taken more seriously because he cant just use fear to keep the supernaturals in check he must educate them on what is it that he stands for and for what crimes will they be killed because if he doesn’t create a narrative then someone else will and it might isolate him in the long run like suppose if the fear is too much then the supernaturals might unite to get rid of this mysterious foe that might kill them whenever he wants and for whatever reason instead of a clear set of rules. After all clear rules are what differentiates between violence and punishment for a crime.
