Essentially GAR did the job of a government: arbiter, police, etc. You can’t take out a government without very dire consequences. You need either reform it or replace it, but not remove it completely.
All that said I doubt it would be a good idea to let the actual government to take over the job. Btw, there is no global government yet, but GAR acted on the global scale.

GAR is an Autocracy, complete with a noble class and reigning despots. It’s a government in the same way a kingship is government. The people beneath GAR have little rights, or none at all if they don’t have magic. And the entire apparatus of GAR seems to exist only to serve the needs of its oligarchs.
There is definitely a need for some body to exist and protect the rights of those powerless. But it’s not GAR, corrupt as that institution is.
