The sad reality is that if superheroes were real and there were no big bad villains, the superheroes would be treated like villains instead even if they did nothing. Their mere existence would be treated like a threat, so the govts would do anything in their power to enslave them to use as bargaining chips or weapons of war. Anybody who resists would get ousted by society and treated like a freak.
