The story of Brutus and Cario is simple, it’s basically “bad king gets rebels, good king gets territory…”, but there’s a twist to it. Simply speaking, you can never become a “hero” if there’s no “villain” in the story. So, in order to become the “hero”, there must be a “villain”… even if you have to create it yourself.

It’s actually a smart political move, and it’s realistic (I believe it has probably been used in real politics many times already). Basically, if you want people to believe in you and become their “hero”, you must find yourself the “villain” of the story, which in most case, there’s none; and that’s why you must create the “villain”. For example, the “A” country in the west, in order to be the “hero”, they must find or create the “villain”, mostly nations in the east or middle east…. (invading for oils, economic war,…)

I dun think I have to make it more obvious than that… you get what I mean.
