Translation is a bit off. That panel where the dead guy is identified should say:
”He’s Chief Deungyang!”
”He is the responsible one.”
(Korean pronouns are often implied, so the actual English translation requires clues from context. It seems no one is actually proof-reading the translation.)
The last panel is mad. 
The chief was a little clever.
