Matches are incredibly difficult to produce if you want to have non-poisonous mass-produced and cheap version. Lighters require reasonably precise tooling, but in terms of production chain – its a single step challenge. Also – modern matches are very complicated, I wouldn’t be able to reproduce the process from memory.

I would think a lighter would be easier to make.
The old style is just flint next to a wick with a flammable liquid.
You don’t even necessarily have to design it with a wheel like in most modern lighters.
There are some lighters that have a push button that moves steel across the flint.
