The phrasing in the earlier chapters did make it sound as though 1 in 5000 HUNTERS are C+ ranked, but logically that would be ridiculous. Even when I read that the first time I understood it to be a slight error in translation – it’s 1 in 5000 PEOPLE that awoke as C+ ranks. My guess would be that it’s roughly 1 in 10,000,000 S-ranks, or about 795 S-ranks worldwide, about 2-3 per country. It also tracks for South Korea to have 5-6 S-ranks based on that population estimate – and if I’m remembering right, they do have 6, even after Douche-brother left for Amurica.
