the author kinda stupid here, it made the royalty stupid, the people in outer wall are also part of their economy and with that decision they blantly showing they dont care about the people and so that can encourage to rebellion

The nobility might actually be ignorant enough to believe that the commoners in the outer city are somehow useless or even parasitic, and therefore might even hope for them to die.
I’ve seen that mentality plenty of times, and not just in fiction…

They have magic that can strengthen the walls but decided not to use it on the outer wall so everyone would die if it fell. This is a severe cause of comically stupid villainy. A city that big would have a massive population which is kinda a problem when your enemy is a lich reviving the dead. I bet that stupid wall doesn’t go more than a couple of feet underground. Once they’re inside the city they could just dig under it after turning all the residents into reinforcements.
