As often as the writer seems to feel the need to remark on Sieg’s “absurd defensive power!!” I am going to guess that the writer is a Tank player in MMOs (quite a lot of his references are to games like Everquest and Lineage II), and this is basically his power fantasy, for a character that he had at one point, that evolved into a full manga.
If the demon army had managed to kill everyone inside the outer wall, and the Knight’s had then defeated them, then the Royals and Nobles would have found themselves just ruling over a pile of corpses. Mind you, if the arrogant attitude of the ‘Knight’s Captain’ is anything to go by, the ‘Royalty’ in that city doesn’t give a toss for the lives of any of ‘it’s subjects anyway…
the author kinda stupid here, it made the royalty stupid, the people in outer wall are also part of their economy and with that decision they blantly showing they dont care about the people and so that can encourage to rebellion
The nobility might actually be ignorant enough to believe that the commoners in the outer city are somehow useless or even parasitic, and therefore might even hope for them to die.

They have magic that can strengthen the walls but decided not to use it on the outer wall so everyone would die if it fell. This is a severe cause of comically stupid villainy. A city that big would have a massive population which is kinda a problem when your enemy is a lich reviving the dead. I bet that stupid wall doesn’t go more than a couple of feet underground. Once they’re inside the city they could just dig under it after turning all the residents into reinforcements.
