Most likely it was Zenovia who gave Garhan’s location and encouraged the empire to send those otherworlders.Nothing surprising, so I understand why people are pissed this is being dragged too much during the last battle. It would have been better if this flashback was shown way before when Garhan was still recovering, because Omphalos still needed the other condition, which is the Eclipse.
