The question is not if this was done by a member of the city adventurers guild, cause thanks to the map it clearly was, to make them go around, get lost, and killed, the question is why would the band of sociopaths that planned this whole thing do this shit? to make the monsters tougher so their drops are exceedingly more valuable?
If the entire kingdom is freaking dead, nobody would be alive to buy it, and if that thing went on to have a second evolution, the thing would be in the level range of 90 or past a hundred, and nobody would be able to stop it. So the only people that make sense are people from an enemy kingdom, someone who wants this kingdom completely destroyed, but by the time that monster hoard kills all the people in the kingdom it would have undergone another evolution, and then become a threat that nobody in the world could have a hope to stop.
So who would be this nuts to want to destroy the entire world, including themselves? Not even Thanos was this crazy.
It’s likely that the Master Lady who’s investigating the dungeons is the culprit, or at least one of the culprits.
Let’s lead large groups of adventurers down into a dungeon with a shitty map, that when killed makes the boss monster strong enough to rampage and destroy a kingdom.
