That’s very cunning. Their publicly stated goal emphasizes altruism, clearly defines an enemy that’s easy to hate to misdirect people’s attention, and aligns perfectly with their actual goal, which is to control information everywhere.
And it attracts zealous idealists like Theo, who work great for public relations and will fight tirelessly to see their idealistic goals achieved.
With that in mind, my answer to her question is, simply: trust. Trust is the most effective means through which one can control information and is also vital for every negotiation, for if you can’t trust someone to at the very least keep their word, then no real agreement can be formed.
There’s another thing to consider with that canal and that is destroying the flow of water in the meander.
