If the author is trying to make the MC as a villain to unite the races, I’m gonna be pissed.
It takes time for different races and cultures to find balance in order to properly cohabitate. Usually there is at least a basic moral ground to help build a foundation for progress. In this case there isn’t, they are all people but they are also completely different species. So their differences in morality and life are all the more emphasized. Their very basic understandings of life is different. The dwarf is right you need something that transcends laws and morality to entice unity. The only thing that is universally seen the same is overwhelming power.

Idk why so many readers are mad , this is a medieval setting, where moral especially in different cultures and races is different, even in our world, when the cultures collide and rulers try to be just and tolerant to all ,they just show weakness and permissiveness to all kinds of violations of its countries rules . Such behaviour as rape , murder etc., should be met with utmost punishment, so that your nation of a different cultures through fear of this punishment will learn to respect eachother, and coexist
Never got told what they did but if it was R* then yeah capital punishment is kind of nuts unless they get very dark in their calculations, say if it was on a measure of karma and merit. They could say the victim had prospects of 1000 and the perps accumulated less than that. Meaning the victims life was greater than all their lives.
To get that done in the real world we use a trial and jury system to avoid the despotism and blur the moral weight of that decision on the shoulders of one person. Still castration would have been a better solution than execution, to me that’s silly; at least as eunuchs they could still work.

This is the reality of ruling different races with their own culture and traditions. Some are just not meant to be interwoven and mixed. There will be a culture that the MC will have to favor. Human race will be the weaker race among the three tbh, which Teslon keeps on saying.
He needs to separate the races and only allow one city where everyone can mingle but must abide strictly to set rules. This will help slowly merge the cultures and create coexistence between the races.
