TEORY:
Now thinking about possibilities, if the dragon is real and really bound by promise to stay as a human, he maybe been at this for a very very long time, and maybe tried to get a relationship with a human and that the children could break the limitation. But probably he just wandered after babies born and forget what he was trying todo, after all he is a dragon with a huge lifespan not a human.
