I think to balance the game the vampire lord should be weak, gain nothing when killing but gain exp and coin when gain subordinate and a percentage when subordinate gain xp and coin (for killing human) and then his strength is percentage of his living subordinate strength and also gain buff from consuming blood, meaning to fight him on equal level then MC need to cut down the amount of VL’s subordinate through out the country… And maybe to buff up Vampire lord, his subordinate can also evolves into different type of vampire and they themselves can make more vampire and that vampire also give some strength to VL… Kinda like MLM… 😛
