Naturally the solution is to gather the beast-people with senses, have someone strong preside over them, let them kill 10 evil/bandit ‘player’s, they become human again, likely getting a card this time, and you get more manpower who are grateful for you saving them and giving their bodies back.
So we kill the beast human that didn’t decide to become a monster and isn’t hurting anyone but we’re quick to save these humans even though it obviously could have some repercussions
