The pirates numbers are all messed up, either lost in translation or the author is on crack. The mini game isn’t really anything special it’s just domination so whoever controls more points wins there’s not much to think about.
Also sending a small assault team is the oldest trick in the book, the fleet is easy to track and shouldn’t be the focus of the lookouts.
