I disagree with how these people have build up their internal government structure.
Problems with their current form of government.
Punishment takes months.
Punishment is easily avoided by pressing N on the question: “do you want to join this community event”
Punishment is unnecessarily crude.

rules about leveling up.
Every stage with more than 1 member should at least provide n^0.5 of its current members to the next floor par day.
When entering a stage a player must report their new floor number and whether or not they’re the first on that floor and any government provided items in their possession to a prosecutor not on their difficulty level.
When a players enters a floor each floor member must report the same information about that player to a prosecutor.
When a player leaves a floor the players on the left floor must report this information to a prosecutor.

At community events the 100 strongest players must help ensure the execution of the community rules.
When leveling up protocols aren’t being followed the prosecutor can decide to lock up the floor below and above.
This would mean that these floors won’t send members upward anymore and that the one below it will attempt to when it has enough strength defeat the floor in violation by going all at once.
When level 0 of a difficulty tier violates protocol this should be communicated to the outside as fast as possible and the members that didn’t cause this violation should be provided with mid-tier level items at the next community event

Locked up tiers must be provided with training regimes and items to beat the violating tier.
There will be a player that doesn’t show up to community events to which players that level up have to send answers to questions this player posts.
When a community event is over the top rankers that behaved well will be rewarded with the answers to these questions.
Top rankers can ask this player to post their questions.
