Okay I think I figured it out. So in the original Timeline, they were bitter rivals. But then something happened to revert time, but scarlet lost her memories. But Arisa kept them and became stronger and stronger through each life. However she became bored with how easy it was to kill Scarlet so she would find the most cruel and sinister ways but it wasn’t fun anymore. So she wants to actually play with Scarlet once more. Or it could be that they were both originally extremely powerful, but Scarlet lost her memory. Or maybe Scarlet was the key and Arisu stole the power from her. I am more confident in the first one.
