I find the translation to be a bit lacking, filling in for those who might not understand.
Kangho is ‘jiang hu’ in Chinese and it’s equivalent to “society for adults leaving school” only here it’s for those that practice martial arts.
Saega is referring to those influential and powerful families, something like those with noble lineage in the west.
