Didn’t they go a long way down an underground train track to get to the bombs? And the sound of a smoke bomb would have echoed all the way up to a busy shopping centre? Really.
….Also, calling Kunikida “unwavering” would be a stretch. He already knew there was a way out of this dilemma so no determination or hard choices were needed. And previously he tried to leave Astushi and Kyouka to be killed at different times.
