Hes right. The most effective and efficient form of government is Benevolent Despotism. (See: King Theoderick)
Thats not what his system is but having full authority puts him in a similar position as a Benevolent Despot.
Problem with that is glaringly obvious. It depends solely on one individual actually being Benevolent. And after he dies, killed; that system is already set for full authoritarianism.
But sadly, its the only type of Ruling that has ever produced a society that wasn’t strangling its own people; until said Benevolent Despot dies.
All other forms of government have been used to prey upon the citizens.
When you have one noble, just ruler with complete authority, the amount of good that individual can achieve is beyond modern peoples comprehension and ability to percieve it.
All other forms have been used by groups, tribes, conglomerates etc for their own power and pleasure.
