Hmm if the church just wanted witches as consumables for their God punish army instead of persecuting them forcing them into hiding and not cultivating their magic why didnt they just make them venerated instead and call those to be used for gods punishment soldiers some sort of holy ritual and keep useful witches away from being sacrificed veneration them would encourage them to show up and centralize in the church for easier manipulation and improvement

So far even though the church is the main antagonist, they seem way better than when the witches ruled for a few reasons.
1. Majority of the population is fine with their existence .
2. The higher class might not like being under their rule but the middle and lower classes that make up most of the population probably would.
3.They do not rule by fear but by a common belief.
