Of course the Ogre Emperor was going to pop into existence out of nowhere 
You mention it, in a story where the world is in the brink of collapse thanks to a shady evil cringy dark organization and the church being evil and/or corrupt, it’s definitely going to be the worst possible outcome
Now explain to me why it popped into existence for no reason, the very moment the Ogre King was killed above anything else…
Is someone from that cringy organization nearby and decided to do something insane because “f*ck it! World destruction plan A failed? Hahahaha, plan B was prepared 84 years ago!”
