From what I could force myself to read: it’s definitely not something anyone with a functioning frontal lobe would enjoy. It might change after ch. 12 but I’m not going to continue on the off chance that it doesn’t stay the same.
If you can fully shut down your brain, you might enjoy it.

This is silly fun if you don’t let yourself take it seriously. It gets aggressively, even violently stupid about some things, but MC always beats up the bad guys and says a chuuni line, and the side pieces are likeable, it’s very much the same formula as the old Batman show, including light fan service. Turn your brain off and enjoy the show, if you want idle entertainment. Moderate recommend.
Summary: MC was the weakest of all magicians but used his iron will to become the weakest of the strongest, then reincarnated as the strongest of the strongest, but there are still many stronger magicians, oh, wait, no there aren’t.

So he couldn’t achieve his goal in a previous life and reincarnated with the same knowledge that couldn’t fulfil his goal but because the times have changed and everyone is much weaker there’s no more need to transcend the magic knowledge anymore? The story feels like written by a kid.
the “don’t stand out” trope is flawed. If you don’t want to stand out dig a hole and stay in it, let a better MC take over that does want to stand out.
